A charter quote is never just an hourly rate.

Quoting a cross-border charter means NAV CANADA fees, GST treatment and invoicing in three places.

The NAV CANADA charges aren't one number. Terminal charges and enroute charges follow published formulas tied to aircraft weight and distance flown, with separate regimes for smaller aircraft.

GST/HST depends on the route. Under the zero-rating rules, whether a trip is taxable or zero-rated can come down to a single stop.

And then the invoice itself usually gets retyped into QuickBooks by hand.

None of these steps is hard on its own. Together, they're exactly where retyping and small errors creep in.

What it does

Quoteleg is a small web tool for CAR 703 charter operators — the quoting and invoicing work, with the Canadian fee and tax lines built in.

  • Saved rate cards.

Set hourly rates, daily minimums and fuel estimates for each aircraft once — every quote starts from your numbers, not a blank sheet.

  • NAV CANADA fee lines, worked and labelled.

Terminal and enroute charges computed from the published NAV CANADA charge formulas, with the guide edition shown right on the quote — and every line overridable if your operation handles a fee differently.

  • GST/HST treatment you control.

Set zero-rated, taxable, or show-both for each route type. The tool applies your treatment and shows the rule it followed. It doesn't give tax advice — and it flags the cases that belong with your accountant, like supplies to aircraft owners or other carriers.

  • Branded quote PDFs.

Quotes that look like your operation sent them — your name on the document, not a generic template.

  • QuickBooks-ready invoices.

Invoice data exported as CSV or PDF, shaped for QuickBooks entry. No connection to your books, no sync — just clean data your bookkeeper stops retyping.

Start with the free quote-only tier: build and download a quote PDF before you pay anything.

How it works

  1. Set your rate cards once. Aircraft, hourly rates, daily minimums, fuel estimates.
  2. Enter the trip. The city pair, the distance, the aircraft.
  3. Get the quote — or the invoice. Fee and tax lines worked, sources labelled, branded PDF or QuickBooks-ready export at the end.

Pricing

Priced per aircraft, per month — the way small operators already buy aviation software.

Pricing by fleet size. Every paid plan includes the same full toolkit.

Single aircraft1 aircraftCA$79 per aircraft, per month
Small fleet2–3 aircraftCA$49 per aircraft, per month
Larger micro-fleet4–5 aircraftCA$29 per aircraft, per month

Fleet size means the aircraft on your account. Monthly bill by fleet size: 1 aircraft CA$79 · 2 aircraft CA$98 · 3 aircraft CA$147 · 4 aircraft CA$116 · 5 aircraft CA$145. Add a 4th aircraft and your bill drops — the per-aircraft rate falls as the fleet grows.

Every paid plan includes the full toolkit: saved rate cards, NAV CANADA fee lines, GST/HST treatment, branded quote PDFs and QuickBooks-ready invoice export. Pick the plan that fits your fleet — change plans as your fleet changes. The toolkit stays the same. Billed monthly. No setup fees.

Questions, answered

What NAV CANADA charges are we talking about?

NAV CANADA charges air operators for air navigation services — terminal charges and enroute charges that depend on aircraft weight and distance flown, with separate regimes for smaller aircraft. NAV CANADA names air charter operators and air taxis among its charge customers. Its current Customer Guide to Charges took effect September 1, 2026, and NAV CANADA announces rate changes in advance through a public notice process. Fee lines in the tool carry the guide edition they were computed from, so you always know which published rates a number came from.

Does Quoteleg decide GST/HST for me?

No — you set the treatment (zero-rated, taxable, or show-both) for each route type, and Quoteleg applies it and shows the rule it followed. The rules it surfaces come from CRA guidance for charter flights supplied to third-party charterers. Supplies to aircraft owners or other carriers are outside Quoteleg's scope: it flags them and points you to a GST/HST rulings centre. It never advises, and it doesn't replace your accountant.

Does it connect to QuickBooks?

No connection, no sync, no permissions to your books. Invoices export as CSV or PDF shaped for QuickBooks entry — your bookkeeper imports or keys them in and stays in control of the ledger.

Who is it for — and who is it not for?

For Canadian CAR 703 air operators running one to five aircraft on third-party charter work — lodge and tourism charters, on-demand trips, medevac bids — plus independent charter brokers who quote for operators. Not for crew duty-time tracking, not a booking engine or charter marketplace, no aircraft-management owner statements — and it never replaces your accountant on a tax position.

Do other tools already do this?

The big flight-ops suites handle quoting and invoicing for larger operations. As of our research, none of the suites we checked advertises NAV CANADA fee formulas or Canadian GST/HST treatment for charter invoicing — that's the gap this tool starts from.
